Always report "100%" when battery is charged

Description

It would be nice to always report "100%" battery when it is fully charged, regardless of whether hardware battery level event was lost or not.

Bug still persists.

How to reproduce:

  • Disconnect USB cable
  • Install new firmware (reinstall variant)
  • Wait until it reboots
  • "low battery" pops up
  • Connect USB cable, the battery indicator jumps to 100%
  • Disconnect USB cable, "low battery" pops up again
